Rolling Owner Controlled Insurance Program
By creating the R/OCIP, DFW Airport provides superior safety management, site control, insurance cost savings and an ability to mitigate losses (risks) for large, long-term construction projects. In addition, the "rolling" feature of the R/OCIP allows the program to continue through all phases TRIP and beyond to future large scale projects.
DFW is committed to the safety of our employees, business partners, and the public. Every employee —from the executive team to the frontline — has the responsibility of ensuring a safe working environment and promoting a Safe & Secure culture, the foundation of our strategic plan.
We have invested in the development of technology to integrate safety management components across the entire airport into one system — DFW’s Integrated Safety Management System (iSMS), the first of its kind among airports in the United States.
iSMS is housed within the Airport’s Enterprise Risk Management (ERM) framework and provides a formal, top-down, organization-wide approach to managing safety risk and assuring effectiveness of safety risk controls. Designed around the integrated ERM/SMS decision-making model, iSMS consists of four components: Policies & Procedures; Safety Risk Management; Safety Assurance in the form of Technology & Systems and Governance & Compliance; and Risk/Reward Culture.
iSMS Safety Policy:
DFW’s iSMS program is governed by two Board Policies: the Enterprise Risk Management Policy, and the Safety Program Policy.
When it comes to overall direction and procedures for how to run the iSMS, DFW has an iSMS Manual. This manual includes detailed information about each component of iSMS, as well as procedures for how to implement the various components.

Safety Risk Management
Everyone does risk assessments every day. When you cross the street, you do a very quick risk assessment to make sure you can safely make it to the other side. In the same manner, DFW encourages employees and business partners to identify and assess the hazards in their work areas and across the airport to ensure safety.
To assist with incident/hazard reporting, DFW implemented an online portal. Incidents and hazards can be submitted through this portal and will be handled confidentially. Those who choose to leave their contact information will receive a response to their concern.\
Safety Risk Management (SRM) is a process within iSMS to identify and assess hazards, plan and manage mitigations, measure results, and monitor progress. Here are some examples when a risk assessment should be performed:
Required: Airfield construction projects receiving Airport Improvement Program (AIP) funding
Recommended: Non-airfield construction projects that could disrupt the DFW operation, such as major terminal construction or major road work on International Parkway
Recommended: New job processes or a change to an existing job process, also called a job hazard analysis
Safety Quality Assurance (SA) is a set of processes within iSMS that verifies whether the organization meets or exceeds its objectives. Safety Assurance determines the effectiveness of risk controls through collection, analysis and further assessment of data. This set of processes within iSMS also verifies whether the organization meets or exceeds its objectives.
Safety Quality Assurance is often the behind-the-scenes component of iSMS, using information collected from regular airfield and terminal inspections, incident and hazard reports, and claims data. This information is analyzed and converted to action as needed, to ensure safety of all employees, business partners, and the public.
Training & Promotion
Training and promotion are critical to employee and program success. DFW regularly disseminates information to employees and business partners as part of the iSMS program and to promote a culture of safety. Safety promotion allows DFW to share its successes and lessons learned through Connected, the DFW Airport Board employee intranet, DFWAirport.com, the Airport’s website, and other public websites, as well as through the Ramp and Cargo Operations Safety Action Teams.
DFW continually assesses training needs to ensure appropriate, timely topics in a format that fits the needs of the population. All DFW Board employees undergo safety training relevant to their position. Every DFW Board employee completes the iSMS training module on an annual basis. Any Airport employee with access to the airfield completes DFW’s Non-Movement Area Driver training program.
