Commitment to D/S/M/WBE Inclusion
The following Programs reaffirm the Board of Director's commitment to its policy of nondiscrimination through a positive and continuing business process of specific policies and practices designed to ensure the full realization of equal opportunity in all of the Airport's contracting opportunities.
The Dallas Fort Worth International Airport (DFW) operates its programs, services, and activities in compliance with federal nondiscrimination laws including Title VI of the Civil Rights Act of 1964 (Title VI), the Civil Rights Restoration Act of 1987, and related statutes and regulations. Title VI prohibits discrimination in federally assisted programs and requires that no person in the United States of America shall, on the grounds of race, color, national origin or income (including limited English proficiency), be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving federal assistance. As part of our commitment to serve as a catalyst for the growth of small, minority and women-owned businesses, DFW is excited to once again offer the Capacity Building Program series designed to provide business skills training and guidance on doing business with DFW. The Capacity Building Program Series is a six month educational program which offers a variety of customized training for those interested in doing business with DFW and those who are already doing business with DFW.
Assistance to disadvantaged small, minority and women-owned contractors in completing necessary elements of the bond application package in different areas. The process also includes a review of completed bond packages for thoroughness and accuracy, as well as, identification of surety bond procedures and underwriters for proper consideration of bond applications.
Support Resources
Guidance with general administrative, personnel management, invoicing, preparation of change orders and project budges will also be provided Contractors can receive assistance with developing business plans that include establishing industry benchmarks, project management and administrative procedures.

DFW Airport utilizes an effective outreach program that disseminates information pertaining to opportunities/solicitations to the D/S/M/WBE community.
DFW Outreach Initiatives
The Airport’s commitment to the achievement of equitable contracting opportunities is the principal reason in establishing an outreach component. The outreach efforts are designed to document initiatives and establish procedures which best inform, present, and achieve results for maximum consideration and participation by D/S/MWBEs. Key actions to the Airport’s outreach efforts are internal and external communication as well as interaction by staff and the D/S/MWBE business community.
DFW sponsors several programs targeting minority and women-owned businesses seeking contract opportunities at the Airport. These programs range from technical/financial assistance to surety support programs. Click on each event for more information.

1. A three-fold purpose:
To ensure increased availability of disadvantaged, small, minority and women-owned business enterprises;
To ensure the integrity of the D/S/M/WBE Programs and that the business process is implemented for its intended purposes; and,
To ensure the integrity of the D/S/M/WBE firms participating in Airport procurements, as well as other diversity and inclusion initiatives offered by the Airport.
2. In order to count the participation of D/S/M/WBE firms towards a contract goal, the D/S/M/WBE must be certified by one of the approved certification agencies noted below:
3. Bidders/Proposers must submit Certification Certificates for all D/S/M/WBEs proposed to be utilized to meet the contract goal at the time of bid/proposal submission. If a firm is not certified by an approved certification agency at the time of bid/proposal submission, DFW will not count the participation towards the contract goal.
4. Bidders and proposers must use all available D/S/M/WBE Directories to assist them in locating D/S/M/WBEs for the work required on the contract. The DFW Airport's D/S/M/WBE Directory is available online as one of various resources.
5. A D/S/M/WBE certification does not constitute a representation or warranty as to the qualifications or capabilities of any certified firm.
6. Effective 10/1/12, in addition to having a valid certification from one of the entities listed above, MBEs, WBEs and SBEs must have a place of business in the Airport’s market area at the time the firm is submitted for credit towards meeting a contract goal. The Airport’s market area is defined as the North Texas Commission twelve-county area of Dallas, Tarrant, Collin, Delta, Denton, Ellis, Hunt, Johnson, Kaufman, Parker, Rockwall, and Wise counties. Documentation establishing a firm’s place of business must be provided upon request.
