Directions: If you’re coming from outside of the airport, you should enter the Airport on International Parkway, pass through the Parking Control Plazas (be sure to take a ticket, as we will validate parking for customers of Access DFW) and follow the roadway signs to Terminal B. Remain on the Departure level, park in the parking garage nearest to Terminal B Gate 17. Enter from the outside and you will be in the lobby are for the Access DFW offices, which is outside security (public side) at Door B17. If you’re coming from inside the airport, ride Skylink and exit at the Terminal B South Station. Proceed outside security on the Departure level to the exterior door for B17. The office is located inside that door at B17.
Send company onboarding inquiries, Authorized Signatory (AS) assistance such as badge recovery plans, onboarding meetings, terminating employees, and other 1st time AS inquiries.
Badge Application Process
The badging process starts with the company’s Authorized Signatory (AS) who submits the new employee’s information into the system via the AS portal or sends a link to the new employee to complete for themselves. Once the badging application is complete, the AS can prompt the applicant to schedule the first appointment. Each applicant/badge holder can review their application status by using the Application Status button found on our website. Each employee should utilize their Authorized Signatory as the primary point of contact on the badging process.
Acceptable Documentation (Identity and Employment Authorization Documents)
We want to issue your badge. It’s our reason for being. When we issue a badge, we’re happy, you’re happy, your employer is happy. But here’s the tough part – we’re bound by federal regulations to verify that you are who you say you are, and that you are eligible to work in the U.S. So, if you don’t bring the right document(s), we can’t issue a badge. Please help us avoid that by reading the information below and the frequently asked questions will assist any additional questions.
Only SIDA Airport ID Badge holders with Escort privileges may provide escort into the SIDA and Sterile Area. This authority is determined by the Authorized Signatory based on an employee’s job duties and responsibilities. The number of badge holders with Escort privileges must be tightly controlled the Authorized Signatory. Staff who are performing escort duties must be reminded that:
Escorted individuals must be continuously accompanied and monitored while in the SIDA and Sterile Area. Those being escorted must be within visual and audible distance of their escort at all times.
Escorted access is permitted for those who have not been issued a SIDA badge provided they have an acceptable, valid government picture ID and are properly escorted by an individual possessing a valid Airport ID Badge with Escort authority, designated by either an “E” for Escort or an “A” indicating an armed law enforcement officer.
Badge holders who have been issued a badge, but have misplaced, lost, or forgotten it, may NOT be escorted.
Before escorting a person, ensure they are not carrying any prohibited items
An Airport ID Badge holder may pass responsibility for an escorted person to another badge holder having Escort authority after briefing the individual on the purpose of the escort and receiving acknowledgment that the badge holder will assume responsibility for continuing the escort.
Individuals cannot escort more than five persons without the approval of the Airport Security Coordinator.
An individual can only be escorted for a maximum of 30 consecutive calendar days. If a person needs access into the SIDA and/or Sterile Area beyond 30 days, they are required to obtain an Airport ID Badge that is appropriate for their job responsibility.
Security Check
An applicant’s or badge holder’s access privileges may be denied, suspended, or revoked for a violation of Federal, State or Local laws, or the Airport Security Program.
Access privileges may also be denied or suspended while the applicant or badge holder is a party of interest or a suspect in an active criminal investigation, or when the Criminal History Records Check results disclose that the applicant or badge holder has been indicted, charged, convicted, or received deferred adjudication for a Felony or Class A Misdemeanor.
Applicants and badge holders are required to report any subsequent arrests, indictments, charges, or convictions to the Access DFW at AccessCHRC@dfwairport.comimmediately and to surrender their security identification badge to Access DFW.
You may appeal the decision to deny your badge application based upon disqualification. If you wish to file an appeal, click here for instructions.
You may complete or challenge the accuracy of the information contained in your FBI identification record. Procedures for obtaining a change, correction, or updating of an FBI identification record are set forth in 28 CFR 16.34; 28 CFR 50.12(b).
If, after reviewing your identification record, you believe that it is incorrect or incomplete in any respect and wish to change, correct or update the alleged deficiency, you should make application directly to the agency which contributed the questioned information. You may also direct your challenge as to the accuracy or completeness of any entry on your record to the FBI, Criminal Justice Information Services (CJIS) Division, ATTN: SCU, Mod. D–2, 1000 Custer Hollow Road, Clarksburg, WV 26306. The FBI will then forward the challenge to the agency which submitted the data requesting that agency to verify or correct the challenged entry. Upon the receipt of an official communication directly from the agency which contributed the original information, the FBI CJIS Division will make any changes necessary in accordance with the information supplied by that agency; 28 CFR 16.34.
Failure to Return Airport ID Badges
All Airport ID Badges belong to DFW and must be surrendered or returned upon request or upon termination. Unless a demand for immediate surrender has been made, an Airport ID Badge must be returned to Access DFW as soon as possible, but not later than 5 days from the date the Airport ID Badge is deactivated. Failure to return Airport ID badges could result to fees or civil penalties being accessed to the company or Authorized Signatory.
If an applicant applies for an Airport ID Badge for another employer and the Airport ID Badge from a previous employer has not been returned to Access DFW, a new Airport ID Badge will not be issued until the previous badge is returned. Failure to return an Airport ID badge could result in fess being accessed and possibly a Class C misdemeanor criminal offense.

I understand and acknowledge that it is a criminal offense (class C misdemeanor) to fail to return DFW Airport Security Credentials upon cessation or termination of employment at DFW Airport or upon notice from the DFW Airport Board that such security credentials have been revoked. Deactivating Badges
A company’s Authorized Signatory (AS) is responsible for immediately deactivating a badge when an employee is terminated, no longer needs access privileges, or a badge is lost or stolen.
All badges issued by Access DFW are the property of DFW Airport. Per federal regulations, Authorized Signatories are responsible for suspending and collecting – or making reasonable efforts to collect – a badge immediately upon an employee’s termination. Failure to do so could result in civil penalties up to $13,669.
Authorized Signatories should use the SAFE AS portal to deactivate a badge immediately of the employee’s termination. If the AS is not available, call the DPS non-emergency number at 972 973 3210 and ask to speak to a Police Supervisor.
Training Overview and Guidelines
Effective August 3, 2020, all badge types will require Active Shooter and Insider Threat training prior to issuance which can be completed remotely.
For those obtaining a SIDA access badge, SIDA training must be completed in the Access DFW training room. You’ll have up to two and half (2.5) hours per session to complete your training and testing. Training guides are provided at the time of fingerprinting so that you can study on your own beforehand.
Testing Policies
For initial Public and Sterile badge issuance, once you have cleared the security clearances, you are required to take the Active Shooter and Insider Threat Training. All training courses provided by Access DFW must be completed with a score of 100% on the final test. If the training is not successfully completed within 30 days of notification of security clearances, you will need to start the badging process from the beginning.
For initial SIDA badge issuance, once you have cleared the security clearances, you are required to take Active Shooter, Insider Threat, SIDA and Non-Movement Area Basic Training (or Non-Movement Driver Training if you drive on the AOA). All training courses provided by Access DFW must be completed with a score of 100% on the final test. If the training is not successfully completed within 30 days of notification of security clearances, you will need to start the badging process from the beginning.
Active Shooter and Insider Threat training must be completed prior to renewal of all badge types. For questions about this requirement, please review the Security Training Policy.
You are limited to 3 attempts per day, and a maximum of 3 days (9 total attempts), to successfully pass the SIDA and Non-Movement training. After your 9th attempt on the 3rd day, your Authorized Signatory (AS) will need to determine if obtaining a SIDA badge is in your best interest.
If your AS still wants you to obtain a SIDA badge, you must complete the fingerprinting process again, pay an additional fee, and await new clearances. You will be given 3 more attempts. If you are not successful, you will not be eligible for a SIDA badge, however, can be issued a Sterile badge.
After one year you will be eligible to reapply for a SIDA badge and retake SIDA training. For more information please review the SIDA Training Attempts Policy.
Cheating Policy
Prior to training, Access DFW will remind you of the rules stated in this handbook for training and testing. Using any of the prohibited items listed below during testing is considered cheating. You will be asked to immediately stop testing and report back to your company. You will not be eligible to receive a SIDA or Sterile badge for one year. After one year, you may reapply for a SIDA or Sterile badge and retake the SIDA training. Please review the SIDA Cheating Policy for additional information.

If you are an existing badge holder and need to retake SIDA training due to a security violation, the above rules apply, except further attempts will not be allowed after the second day.
DFW Active Shooter and Insider Threat Training
With Safety and Security serving as the foundation of DFW Airport’s strategic plan, executive leadership is committed to providing resources to ensure the airport is among the safest and most secure airports in the world. Effective August 3, 2020, both Active Shooter and Insider Threat Training are required prior the issuance of any DFW Airport access badge. These trainings are also required prior to renewing any DFW Airport access badge.

Background information related to insider threat and how to recognize and prevent possible insider threat.
At the end of these courses, participants will be able to successfully pass the final assessment with a score of 100%. Both courses are offered remotely and are not required to be completed in the Access DFW training room. We highly encourage these trainings be completed remotely as space and training appointments are limited.

The goal of this course is to educate prospective SIDA badge holders and Authorized Signatories about airport security procedures.

Company Onboarding
Companies with new business at the Airport who are requesting badging privileges should contact the Authorized Signatory of the existing DFW Board department or existing company who is sponsoring or “introducing” the new company to the Airport.
The steps are as follows:
The Sponsored company must attend a New Company Orientation webinar.
The New Company Orientation webinar is held every Tuesday from 1 to 2 p.m.
By attending this webinar, they will learn about the badging process, how to fill out their forms, potential roadblocks, and the Authorized Signatory’s role. It is essential to ensure a seamless onboarding.
Access DFW will onboard the new company and designated Authorized Signatory (AS)
The first employee is the designated Authorized Signatory
If any information is missing or unclear, it will delay the onboarding process.
Designated Authorized Signatory will receive a link to complete the badging application through an email notification.
Once the badge application is completed, Access DFW will complete the onboarding process. The designated AS will receive an email when it’s time for them to come in and fingerprint and present acceptable documents.
Once the security clearances are passed, the designated AS must complete necessary training (including Authorized Signatory training) and receive a badge.
The AS will receive an email notification designating them as the official Authorized Signatory with login credentials to the Authorized Signatory portal.
If any of the information originally provided to us in the Sponsorship Form changes, such as the Company Name, contract dates, primary contact, etc., you must notify our office by emailing SignatoryAccess@dfwairport.com.
For any sponsored companies whose Sponsorship Forms you fill out, you are responsible for:
Ensuring that the Sponsorship Form lists the correct access requirements
Managing vendor compliance within Airport regulations
Advising Access DFW when the sponsorship is no longer necessary, or the contract ends
Access DFW recommends assigning two Authorized Signatories per company to prevent delays in the badging process
Badge Recovery Plan
Company Badge Recovery Plan Every new company must provide a Company Badge Recovery Plan as part of the onboarding process. The TSA requires that the Airport’s unaccountable badges stay below a regulated threshold, and as the AS it is your responsibility that all badges are returned to Access DFW within 5 days of termination. This form is provided to help you to create and outline the steps that you will take as a company for the return of badges. A few suggestions for best practice can be found here.
Employee Badge Recovery Plan Every new company should provide an Employee Badge Recovery Plan as part of the onboarding process. The TSA requires that the Airport’s unaccountable badges stay below a regulated threshold, and as the AS it is your responsibility that all badges are returned to Access DFW within 5 days of termination. This form helps you to create and outline the steps that you will take with individual badge holders for the return of their badges.
Company Offboarding
It is your responsibility to off-board a company you sponsored when they are no longer doing work at DFW Airport. “Company Off-boarding” is the process of ending the contract, inactivating the company in SAFE, notifying DFW Airport, and regaining DFW Airport property. For any company that is no longer conducting business at DFW Airport, you must do the following:
Schedule and attend an Off-boarding meeting with Access DFW to discuss the process of inactivating the company and regaining Airport ID media (badges, keys, and permits). You must schedule your appointment 30 days prior to your contract end date by going to www.dfwairport.com/accessdfw, clicking the Join the Line button, and choosing the Off-Boarding appointment type.
Return all Airport ID media no later than 5 business days from the date the Airport ID badges are deactivated. Unreturned badges are a criminal offense (Class C misdemeanor) and every badge holder is required to attest to this statement when they receive their badge:

Information
As an Authorized Signatory for your company, you will receive notification if one of your employees is issued an Airport Violation. The types of violations are Security, Driving, and Authorized Signatory (see details below).
As your role includes monitoring and responding to such violations, this is being brought to your attention so that you may advise your employee to file an appeal or surrender their badge within the time period outlined. The employee will receive a separate communication with violation details and penalties.
The Airport takes violations of safety and security regulations very seriously. Your cooperation in providing a prompt and comprehensive response is appreciated.
Security Violation (non-driving)

If the violation results in a driving endorsement suspension (see Exhibit 1: Violations/Points Issued in the DFW Driving Handbook), the badge will be surrendered to the officer, or Airfield Operations representative, issuing the citation. The suspension begins on the date the violation is issued.

Authorized Signatory Violation
You must complete Authorized Signatory training within one week of notification of a violation. Failure to complete the training within the time period will result in the removal of Authorized Signatory privileges. To access the training, please follow these steps:

AOA Vehicle Permits
AOA Permits are decals that allow a vehicle or equipment onto the Air Operations Area. These permits are only issued to active companies who have authorization to drive on the AOA.
The permits must be requested by the Authorized Signatory. When permits are ready for pick up, Access DFW will send an email to the AS.
What type of permit do I need? There are three different permit types:
Annual Vehicle Permit – Choose this vehicle permit if your company is an airline tenant, government agency, Airport concessionaire or the Airport Board; or if your company is a contractor or vendor whose contract or agreement expires on the last day of the calendar year (e.g.: contract expires on 12/31/2019).
Temporary – Choose this vehicle permit if your company is a contractor or vendor whose contract or agreement expires before the last day of the calendar year (e.g.: contract expires on 9/30/2019)
Equipment – Choose this equipment permit for ground handling equipment that will remain on the SIDA and will not traverse through AOA gates after being brought into the SIDA.
How do I pay for the permit? Permit fees will be charged at the time the permits are issued. If your company has a credit card on file with Access DFW, your card will be charged, and permits will be issued so they are ready for pick-up. If there is no card on file, you will need to bring a credit card for payment with you to Access DFW. The card will then be charged and permits issued while you wait. Please note that refunds are not issued for permits.
If you would like to place your company credit card on file with Access DFW, please send an email to AccessPayment@dfwairport.com.
How long does it take to issue permits? When requesting a permit, please ensure that all fields in SAFE are completed. Missing information may delay issuance of your permits. If information is missing, Access DFW staff will email you requesting the missing information. If there is no response to the email within five business days, the request will be cancelled.
Please allow two to three business days for permit processing and issuance. Access DFW will contact you by email when the permits are ready to be picked up.
Insurance
The Authorized Signatory for your company must upload a copy of your company’s Acord Certificate of Liability Insurance to SAFE. This will serve as proof that your company’s insurance policy meets the Airport Board’s insurance requirements for AOA access.
All policies must be written through a licensed company authorized by the Texas State Board of Insurance to transact that class of insurance business in the State of Texas, with a minimum rating of ‘A-‘ ‘VII’ by A. M. Best Company. If the rating of any insurer should fall below this standard, you must promptly replace the policy by an acceptable insurer.

This coverage limit may be satisfied by adding the amounts of CGL and Excess/Umbrella Liability to arrive at a total of $10,000,000. The same is applicable for Business Auto Liability and Excess/Umbrella Liability to arrive at a total of $10,000,000.
Fees and Charges
Please refer to the Airport Board’s Schedule of Charges, as it may be amended from time to time, for the list of fees associated with the various services provided by the Airport. The fee associated with badging, fingerprinting, and AOA Vehicle Access Permits are listed in the Public Safety Medical Services & Charges section. Access DFW accepts corporate credit cards, personal credit cards, or prepaid debit cards as payment of fees. Fees must be paid to Access DFW at the time services are performed. If you wish to pay fess with a corporate credit card, please contact Access DFW at accesspayment@dfwairport.com.

Government employees, to include DFW Board, will be responsible for these fees if incurred.
Badge replacement shall not be permitted after the 2nd occurrence when a badge is lost or stolen. The expiration date for replacement badges shall not be extended beyond the expiration date of the badge that is being reissued.
Employers will be billed these fees if they fail to return the badge within five business days from the date the employer notified the Access DFW Office to suspend an employee’s access privileges or within five business days from the date the employer or authorized signatory inactivated the badge.
Badges returned within 30 days from the badge inactivation date will receive a 50% refund of the lost, stolen or not returned badge fee; if the badge is returned any time after the 30 days but prior to its expiration date a 25% refund will be issued.
To ensure success it is a best practice to read through and study the DFW SIDA Training Pocket Guide and Aircraft Non-Movement Area Familiarization Pocket Guide before arriving for training at Access DFW. Each applicant is provided with the pocket guides at the time of the fingerprinting. If an applicant does not pass training, it is expected that the employer conduct training with them before they return to Access DFW to try again.

The AS SAFE Guidebook is a manual to operate within Access DFW’s badging software, SAFE, and is included at the end of the Authorized Signatory Guidebook above. Customs and Border Protection Air Security Area Employers who have employees working in the CBP Air Security Area must maintain bonds in accordance with CBP bond requirements and must email required quarterly reports to CBP.

Access Change Request Form All access is automatically assigned in SAFE. Individuals needing access through additional doors or vehicle gates should contact their company’s Authorized Signatory. The AS must complete the Access Change Request Form below and submit the request to the specialaccess@dfwairport.com mailbox.
West Cargo AOA Access While we do work closely with DFW Airport Operations Technical Training (Tech Train) for certain driver training and printing the driver icons, our office is not part of the DFW Airport Operations .
Applicants needing West Cargo Access added to their SIDA badges must complete the driver certification. Any questions regarding this training or any other driver training contact Technical Training at techtrain@dfwairport.com or review Operation’s Technical Training website.
If West Cargo AOA Access is required, the Authorized Signatory must follow the instructions listed under the Access Change Request Form resource.
High-Security Keys, Intellikeys, and Genies
Authorized Signatories can request High Security keys, Genies, and Intellikeys for employees who require them. It is important to remember these things:
Once issued, Genies and keys are tracked and accounted for just like Airport ID Badges.
Each Genie and key is coded with a unique serial number for tracking and accountability purposes.
Keys are issued to individuals and are non-transferable.
Each Genie is issued to the vehicle and are non-transferable.
Unauthorized reproduction is not permitted.
Key holders shall not mark a key with a lock core number in any way.
Key holders, or the Authorized Signatory, must immediately notify Access DFW when a Genie, high security key, or Intellikey is lost, stolen, is not returned when a key holder terminates employment, or when a key holder transfers to a position that no longer requires the key. Genies, High Security keys, and Intellikeys must be returned to Access DFW immediately when they are no longer required or recovered.

Directions: If you’re coming from outside of the airport, you should enter the Airport on International Parkway, pass through the Parking Control Plazas (be sure to take a ticket, as we will validate parking for customers of Access DFW) and follow the roadway signs to Terminal B. Remain on the Departure level, park in the parking garage nearest to Terminal B Gate 17. Enter from the outside and you will be in the lobby are for the Access DFW offices, which is outside security (public side) at Door B17. If you’re coming from inside the airport, ride Skylink and exit at the Terminal B South Station. Proceed outside security on the Departure level to the exterior door for B17. The office is located inside that door at B17.
Send company onboarding inquiries, Authorized Signatory (AS) assistance such as badge recovery plans, onboarding meetings, terminating employees, and other 1st time AS inquiries.
Badge Application Process
The badging process starts with the company’s Authorized Signatory (AS) who submits the new employee’s information into the system via the AS portal or sends a link to the new employee to complete for themselves. Once the badging application is complete, the AS can prompt the applicant to schedule the first appointment. Each applicant/badge holder can review their application status by using the Application Status button found on our website. Each employee should utilize their Authorized Signatory as the primary point of contact on the badging process.
Acceptable Documentation (Identity and Employment Authorization Documents)
We want to issue your badge. It’s our reason for being. When we issue a badge, we’re happy, you’re happy, your employer is happy. But here’s the tough part – we’re bound by federal regulations to verify that you are who you say you are, and that you are eligible to work in the U.S. So, if you don’t bring the right document(s), we can’t issue a badge. Please help us avoid that by reading the information below and the frequently asked questions will assist any additional questions.
Only SIDA Airport ID Badge holders with Escort privileges may provide escort into the SIDA and Sterile Area. This authority is determined by the Authorized Signatory based on an employee’s job duties and responsibilities. The number of badge holders with Escort privileges must be tightly controlled the Authorized Signatory. Staff who are performing escort duties must be reminded that:
Escorted individuals must be continuously accompanied and monitored while in the SIDA and Sterile Area. Those being escorted must be within visual and audible distance of their escort at all times.
Escorted access is permitted for those who have not been issued a SIDA badge provided they have an acceptable, valid government picture ID and are properly escorted by an individual possessing a valid Airport ID Badge with Escort authority, designated by either an “E” for Escort or an “A” indicating an armed law enforcement officer.
Badge holders who have been issued a badge, but have misplaced, lost, or forgotten it, may NOT be escorted.
Before escorting a person, ensure they are not carrying any prohibited items
An Airport ID Badge holder may pass responsibility for an escorted person to another badge holder having Escort authority after briefing the individual on the purpose of the escort and receiving acknowledgment that the badge holder will assume responsibility for continuing the escort.
Individuals cannot escort more than five persons without the approval of the Airport Security Coordinator.
An individual can only be escorted for a maximum of 30 consecutive calendar days. If a person needs access into the SIDA and/or Sterile Area beyond 30 days, they are required to obtain an Airport ID Badge that is appropriate for their job responsibility.
Security Check
An applicant’s or badge holder’s access privileges may be denied, suspended, or revoked for a violation of Federal, State or Local laws, or the Airport Security Program.
Access privileges may also be denied or suspended while the applicant or badge holder is a party of interest or a suspect in an active criminal investigation, or when the Criminal History Records Check results disclose that the applicant or badge holder has been indicted, charged, convicted, or received deferred adjudication for a Felony or Class A Misdemeanor.
Applicants and badge holders are required to report any subsequent arrests, indictments, charges, or convictions to the Access DFW at AccessCHRC@dfwairport.comimmediately and to surrender their security identification badge to Access DFW.
You may appeal the decision to deny your badge application based upon disqualification. If you wish to file an appeal, click here for instructions.
You may complete or challenge the accuracy of the information contained in your FBI identification record. Procedures for obtaining a change, correction, or updating of an FBI identification record are set forth in 28 CFR 16.34; 28 CFR 50.12(b).
If, after reviewing your identification record, you believe that it is incorrect or incomplete in any respect and wish to change, correct or update the alleged deficiency, you should make application directly to the agency which contributed the questioned information. You may also direct your challenge as to the accuracy or completeness of any entry on your record to the FBI, Criminal Justice Information Services (CJIS) Division, ATTN: SCU, Mod. D–2, 1000 Custer Hollow Road, Clarksburg, WV 26306. The FBI will then forward the challenge to the agency which submitted the data requesting that agency to verify or correct the challenged entry. Upon the receipt of an official communication directly from the agency which contributed the original information, the FBI CJIS Division will make any changes necessary in accordance with the information supplied by that agency; 28 CFR 16.34.
Failure to Return Airport ID Badges
All Airport ID Badges belong to DFW and must be surrendered or returned upon request or upon termination. Unless a demand for immediate surrender has been made, an Airport ID Badge must be returned to Access DFW as soon as possible, but not later than 5 days from the date the Airport ID Badge is deactivated. Failure to return Airport ID badges could result to fees or civil penalties being accessed to the company or Authorized Signatory.
If an applicant applies for an Airport ID Badge for another employer and the Airport ID Badge from a previous employer has not been returned to Access DFW, a new Airport ID Badge will not be issued until the previous badge is returned. Failure to return an Airport ID badge could result in fess being accessed and possibly a Class C misdemeanor criminal offense.

Deactivating Badges
A company’s Authorized Signatory (AS) is responsible for immediately deactivating a badge when an employee is terminated, no longer needs access privileges, or a badge is lost or stolen.
All badges issued by Access DFW are the property of DFW Airport. Per federal regulations, Authorized Signatories are responsible for suspending and collecting – or making reasonable efforts to collect – a badge immediately upon an employee’s termination. Failure to do so could result in civil penalties up to $13,669.
Authorized Signatories should use the SAFE AS portal to deactivate a badge immediately of the employee’s termination. If the AS is not available, call the DPS non-emergency number at 972 973 3210 and ask to speak to a Police Supervisor.
Training Overview and Guidelines
Effective August 3, 2020, all badge types will require Active Shooter and Insider Threat training prior to issuance which can be completed remotely.
For those obtaining a SIDA access badge, SIDA training must be completed in the Access DFW training room. You’ll have up to two and half (2.5) hours per session to complete your training and testing. Training guides are provided at the time of fingerprinting so that you can study on your own beforehand.
Testing Policies
For initial Public and Sterile badge issuance, once you have cleared the security clearances, you are required to take the Active Shooter and Insider Threat Training. All training courses provided by Access DFW must be completed with a score of 100% on the final test. If the training is not successfully completed within 30 days of notification of security clearances, you will need to start the badging process from the beginning.
For initial SIDA badge issuance, once you have cleared the security clearances, you are required to take Active Shooter, Insider Threat, SIDA and Non-Movement Area Basic Training (or Non-Movement Driver Training if you drive on the AOA). All training courses provided by Access DFW must be completed with a score of 100% on the final test. If the training is not successfully completed within 30 days of notification of security clearances, you will need to start the badging process from the beginning.
Active Shooter and Insider Threat training must be completed prior to renewal of all badge types. For questions about this requirement, please review the Security Training Policy.
You are limited to 3 attempts per day, and a maximum of 3 days (9 total attempts), to successfully pass the SIDA and Non-Movement training. After your 9th attempt on the 3rd day, your Authorized Signatory (AS) will need to determine if obtaining a SIDA badge is in your best interest.
If your AS still wants you to obtain a SIDA badge, you must complete the fingerprinting process again, pay an additional fee, and await new clearances. You will be given 3 more attempts. If you are not successful, you will not be eligible for a SIDA badge, however, can be issued a Sterile badge.
After one year you will be eligible to reapply for a SIDA badge and retake SIDA training. For more information please review the SIDA Training Attempts Policy.
Cheating Policy
Prior to training, Access DFW will remind you of the rules stated in this handbook for training and testing. Using any of the prohibited items listed below during testing is considered cheating. You will be asked to immediately stop testing and report back to your company. You will not be eligible to receive a SIDA or Sterile badge for one year. After one year, you may reapply for a SIDA or Sterile badge and retake the SIDA training. Please review the SIDA Cheating Policy for additional information.

If you are an existing badge holder and need to retake SIDA training due to a security violation, the above rules apply, except further attempts will not be allowed after the second day.
DFW Active Shooter and Insider Threat Training
With Safety and Security serving as the foundation of DFW Airport’s strategic plan, executive leadership is committed to providing resources to ensure the airport is among the safest and most secure airports in the world. Effective August 3, 2020, both Active Shooter and Insider Threat Training are required prior the issuance of any DFW Airport access badge. These trainings are also required prior to renewing any DFW Airport access badge.

Background information related to insider threat and how to recognize and prevent possible insider threat.
At the end of these courses, participants will be able to successfully pass the final assessment with a score of 100%. Both courses are offered remotely and are not required to be completed in the Access DFW training room. We highly encourage these trainings be completed remotely as space and training appointments are limited.

Company Onboarding
Companies with new business at the Airport who are requesting badging privileges should contact the Authorized Signatory of the existing DFW Board department or existing company who is sponsoring or “introducing” the new company to the Airport.
The steps are as follows:
The Sponsored company must attend a New Company Orientation webinar.
The New Company Orientation webinar is held every Tuesday from 1 to 2 p.m.
By attending this webinar, they will learn about the badging process, how to fill out their forms, potential roadblocks, and the Authorized Signatory’s role. It is essential to ensure a seamless onboarding.
Access DFW will onboard the new company and designated Authorized Signatory (AS)
The first employee is the designated Authorized Signatory
If any information is missing or unclear, it will delay the onboarding process.
Designated Authorized Signatory will receive a link to complete the badging application through an email notification.
Once the badge application is completed, Access DFW will complete the onboarding process. The designated AS will receive an email when it’s time for them to come in and fingerprint and present acceptable documents.
Once the security clearances are passed, the designated AS must complete necessary training (including Authorized Signatory training) and receive a badge.
The AS will receive an email notification designating them as the official Authorized Signatory with login credentials to the Authorized Signatory portal.
If any of the information originally provided to us in the Sponsorship Form changes, such as the Company Name, contract dates, primary contact, etc., you must notify our office by emailing SignatoryAccess@dfwairport.com.
For any sponsored companies whose Sponsorship Forms you fill out, you are responsible for:
Ensuring that the Sponsorship Form lists the correct access requirements
Managing vendor compliance within Airport regulations
Advising Access DFW when the sponsorship is no longer necessary, or the contract ends
Access DFW recommends assigning two Authorized Signatories per company to prevent delays in the badging process
Badge Recovery Plan
Company Badge Recovery Plan Every new company must provide a Company Badge Recovery Plan as part of the onboarding process. The TSA requires that the Airport’s unaccountable badges stay below a regulated threshold, and as the AS it is your responsibility that all badges are returned to Access DFW within 5 days of termination. This form is provided to help you to create and outline the steps that you will take as a company for the return of badges. A few suggestions for best practice can be found here.
Employee Badge Recovery Plan Every new company should provide an Employee Badge Recovery Plan as part of the onboarding process. The TSA requires that the Airport’s unaccountable badges stay below a regulated threshold, and as the AS it is your responsibility that all badges are returned to Access DFW within 5 days of termination. This form helps you to create and outline the steps that you will take with individual badge holders for the return of their badges.
Company Offboarding
It is your responsibility to off-board a company you sponsored when they are no longer doing work at DFW Airport. “Company Off-boarding” is the process of ending the contract, inactivating the company in SAFE, notifying DFW Airport, and regaining DFW Airport property. For any company that is no longer conducting business at DFW Airport, you must do the following:
Schedule and attend an Off-boarding meeting with Access DFW to discuss the process of inactivating the company and regaining Airport ID media (badges, keys, and permits). You must schedule your appointment 30 days prior to your contract end date by going to www.dfwairport.com/accessdfw, clicking the Join the Line button, and choosing the Off-Boarding appointment type.
Return all Airport ID media no later than 5 business days from the date the Airport ID badges are deactivated. Unreturned badges are a criminal offense (Class C misdemeanor) and every badge holder is required to attest to this statement when they receive their badge:

Information
As an Authorized Signatory for your company, you will receive notification if one of your employees is issued an Airport Violation. The types of violations are Security, Driving, and Authorized Signatory (see details below).
As your role includes monitoring and responding to such violations, this is being brought to your attention so that you may advise your employee to file an appeal or surrender their badge within the time period outlined. The employee will receive a separate communication with violation details and penalties.
The Airport takes violations of safety and security regulations very seriously. Your cooperation in providing a prompt and comprehensive response is appreciated.
Security Violation (non-driving)

If the violation results in a driving endorsement suspension (see Exhibit 1: Violations/Points Issued in the DFW Driving Handbook), the badge will be surrendered to the officer, or Airfield Operations representative, issuing the citation. The suspension begins on the date the violation is issued.

Authorized Signatory Violation
You must complete Authorized Signatory training within one week of notification of a violation. Failure to complete the training within the time period will result in the removal of Authorized Signatory privileges. To access the training, please follow these steps:

AOA Vehicle Permits
AOA Permits are decals that allow a vehicle or equipment onto the Air Operations Area. These permits are only issued to active companies who have authorization to drive on the AOA.
The permits must be requested by the Authorized Signatory. When permits are ready for pick up, Access DFW will send an email to the AS.
What type of permit do I need? There are three different permit types:
Annual Vehicle Permit – Choose this vehicle permit if your company is an airline tenant, government agency, Airport concessionaire or the Airport Board; or if your company is a contractor or vendor whose contract or agreement expires on the last day of the calendar year (e.g.: contract expires on 12/31/2019).
Temporary – Choose this vehicle permit if your company is a contractor or vendor whose contract or agreement expires before the last day of the calendar year (e.g.: contract expires on 9/30/2019)
Equipment – Choose this equipment permit for ground handling equipment that will remain on the SIDA and will not traverse through AOA gates after being brought into the SIDA.
How do I pay for the permit? Permit fees will be charged at the time the permits are issued. If your company has a credit card on file with Access DFW, your card will be charged, and permits will be issued so they are ready for pick-up. If there is no card on file, you will need to bring a credit card for payment with you to Access DFW. The card will then be charged and permits issued while you wait. Please note that refunds are not issued for permits.
If you would like to place your company credit card on file with Access DFW, please send an email to AccessPayment@dfwairport.com.
How long does it take to issue permits? When requesting a permit, please ensure that all fields in SAFE are completed. Missing information may delay issuance of your permits. If information is missing, Access DFW staff will email you requesting the missing information. If there is no response to the email within five business days, the request will be cancelled.

Insurance
The Authorized Signatory for your company must upload a copy of your company’s Acord Certificate of Liability Insurance to SAFE. This will serve as proof that your company’s insurance policy meets the Airport Board’s insurance requirements for AOA access.
All policies must be written through a licensed company authorized by the Texas State Board of Insurance to transact that class of insurance business in the State of Texas, with a minimum rating of ‘A-‘ ‘VII’ by A. M. Best Company. If the rating of any insurer should fall below this standard, you must promptly replace the policy by an acceptable insurer.
Commercial General Liability (CGL)

Coverage must apply to all vehicles (owned, non-owned, or hired) operating on our site/location, or transporting our people or property off our site.
Excess / Umbrella Liability
Air Operations Area (within AOA)......................................................$10,000,000
Coverage must apply in excess of all required primary Liability insurance and must be at least as broad as the underlying Liability insurance.
This coverage limit may be satisfied by adding the amounts of CGL and Excess/Umbrella Liability to arrive at a total of $10,000,000. The same is applicable for Business Auto Liability and Excess/Umbrella Liability to arrive at a total of $10,000,000.
Fees and Charges
Please refer to the Airport Board’s Schedule of Charges, as it may be amended from time to time, for the list of fees associated with the various services provided by the Airport. The fee associated with badging, fingerprinting, and AOA Vehicle Access Permits are listed in the Public Safety Medical Services & Charges section. Access DFW accepts corporate credit cards, personal credit cards, or prepaid debit cards as payment of fees. Fees must be paid to Access DFW at the time services are performed. If you wish to pay fess with a corporate credit card, please contact Access DFW at accesspayment@dfwairport.com.

Government employees, to include DFW Board, will be responsible for these fees if incurred.
Badge replacement shall not be permitted after the 2nd occurrence when a badge is lost or stolen. The expiration date for replacement badges shall not be extended beyond the expiration date of the badge that is being reissued.
Employers will be billed these fees if they fail to return the badge within five business days from the date the employer notified the Access DFW Office to suspend an employee’s access privileges or within five business days from the date the employer or authorized signatory inactivated the badge.
Badges returned within 30 days from the badge inactivation date will receive a 50% refund of the lost, stolen or not returned badge fee; if the badge is returned any time after the 30 days but prior to its expiration date a 25% refund will be issued.
To ensure success it is a best practice to read through and study the DFW SIDA Training Pocket Guide and Aircraft Non-Movement Area Familiarization Pocket Guide before arriving for training at Access DFW. Each applicant is provided with the pocket guides at the time of the fingerprinting. If an applicant does not pass training, it is expected that the employer conduct training with them before they return to Access DFW to try again.
DFW SIDA Training Pocket Guide
This guidebook introduces the information contained within the DFW SIDA Training course. Access DFW Trusted Agents will provide it to prospective SIDA badge holders and Authorized Signatories at the time of fingerprinting.

AS Guidebook The AS Guidebook is a resource to help Authorized Signatories understand and fulfill their responsibilities, which are defined by Federal Airport rules and regulations. The AS SAFE Guidebook is a manual to operate within Access DFW’s badging software, SAFE, and is included at the end of the Authorized Signatory Guidebook above. Customs and Border Protection Air Security Area Employers who have employees working in the CBP Air Security Area must maintain bonds in accordance with CBP bond requirements and must email required quarterly reports to CBP.

Access Change Request Form All access is automatically assigned in SAFE. Individuals needing access through additional doors or vehicle gates should contact their company’s Authorized Signatory. The AS must complete the Access Change Request Form below and submit the request to the specialaccess@dfwairport.com mailbox.
West Cargo AOA Access While we do work closely with DFW Airport Operations Technical Training (Tech Train) for certain driver training and printing the driver icons, our office is not part of the DFW Airport Operations .
Applicants needing West Cargo Access added to their SIDA badges must complete the driver certification. Any questions regarding this training or any other driver training contact Technical Training at techtrain@dfwairport.com or review Operation’s Technical Training website.
If West Cargo AOA Access is required, the Authorized Signatory must follow the instructions listed under the Access Change Request Form resource.
High-Security Keys, Intellikeys, and Genies
Authorized Signatories can request High Security keys, Genies, and Intellikeys for employees who require them. It is important to remember these things:
Once issued, Genies and keys are tracked and accounted for just like Airport ID Badges.
Each Genie and key is coded with a unique serial number for tracking and accountability purposes.
Keys are issued to individuals and are non-transferable.
Each Genie is issued to the vehicle and are non-transferable.
Unauthorized reproduction is not permitted.
Key holders shall not mark a key with a lock core number in any way.
Key holders, or the Authorized Signatory, must immediately notify Access DFW when a Genie, high security key, or Intellikey is lost, stolen, is not returned when a key holder terminates employment, or when a key holder transfers to a position that no longer requires the key. Genies, High Security keys, and Intellikeys must be returned to Access DFW immediately when they are no longer required or recovered.
